What about the 10 kings?
Daniel 7:23-27 He gave me this explanation: "The forth beast is a forth kingdom that will appear on earth. It will be different from all the other kingdoms and will devour the whole earth, trampling it down and crushing it. The ten horns are ten kings who shall arise from this kingdom. And another shall arise after them; he shall be different from the first ones. And he shall subdue three kings. He will speak against the Most High and oppress his holy people and try to change the set times and laws. The holy people will be delivered into his hands for times, time, and half a time. But the court will sit and his powers shall be taken away and completely destroyed forever. Then all the powers of all the kingdoms under heaven will be handed over to the holy people of the Most High. His Kingdom will be an everlasting Kingdom, and all rulers will worship and obey him.
In Daniel 2 we learn that the revived Roman empire will be led by 10 men represented by the 10 toes of the statue. Then in Daniel 7 we learn that the Antichrist will come to power by subduing 3 of these kings. However, since we also know from Daniel 2 that 10 kings will still be in power when Jesus returns, we can assume that even though the Antichrist overthrows 3 of the 10 kings in his rise to power, he replaces those 3 kings with 3 more of his choosing.
Then he makes himself supreme leader over all 10.
Just a side note: These men, though referred to as kings in the bible, will probably not be called kings. They will probably carry a contemporary title like "commissioner."
Which brings us back to the European Union.
The European Commission of the European Union leads the Executive branch and it is the most powerful group in the European Union. It is made up of 27 commissioners, one commissioner for each nation, with an elected President which brings it to 28.
When the European Union first attempted to adopt a constitution the European people rejected it because the European Union wanted to change the Commission from 28 commissioners to 15 regional commissioners. The European people disliked the idea because they wanted a commissioner representing their nation. So that idea was thrown out of the constitution.
However, it shows us something very vital: that the European Union has the desire to do away with the idea of having one commissioner per nation. That's too nationalistic. The European Union wants to break the nations out of their national posture and bring them together as one integrated empire.
So eventually the bible tells us 10 rulers will rule over the European Union and the Antichrist will have the supreme position. At that time the European Union will be completely unified under the Antichrist.
